Rpsc re-examination

I was applied for rpsc jr accountant 2013 and i was given exam of the same but that exam was cancelled and now rpsc conduct re exam for the same but rpsc not generated my call letter where as i pay the fee and once appeared in the exam. there were no extra charge was recieved by rpsc for re exam. then why rpsc rejected my form. please inform me with my componsation. i was really preparing for the exam.

Certificate eligible as ccc nielit course

i have a computer certificate issued by iacm regarding govt. project(speciall project swarnjayanti gram rojgar yojna) .this course was 4-5 month.
so please tell me sir, this certificate is eligible as a ccc nielit course.
please give me proper answer ..
