About water borewell or submersible pump

I want to know that is the installation of water borewell is legal or illegal for personal use in homes without any permission?
if it is illegal then i want to know that there is some places in ghaziabad named village sikrod, village garhi,village guldhar,village morta,village attore village bhouapur or some other plases there is a borewell is installed in mostly houses.who give him permission and if permission is not given then what is action take to seal these borewell. these all above villages comes in rajnagar extension. and under the nagar nigam ghaziabad or gda. there is more then 10000 borewell or submersible pump installed in this area. an huge amount of water is wasted. what is the action take place to stop it.

We have been living in ardee city, located in sec52, gurgaon for the last 6 years , there are few issues pertaining to that and i would like to know who is responsible for the regulation of the following problems/violations in ardee city:
1.roads have not been repaired for last 6 years
2. the notice from dhvbn for notifying any additional requirement of power has not been passed to the residents , since the coloniser buys the power in bulk and gives to the consumers ( residents ). the power is in shortage because of less sanction from dhvbn
3. water usage for new construction in the colony for plotted development by builders is the running water supplied by ardee and not the recycled water
4. use of booster pumps by some residents and causing grievous to fellow residents who don't get water supply because of that. who is the person department who should be approached
change in subsidy of urea

From 1 november 2012 government increased margin of rs.50/ton in urea as for mfms reporting. but now companies are not passing it from may 2013 as they are saying government has taken this back. but the mrp is also the same. if the government has taken this rs 50 back then why mrp has not been reduced or where this rs 50 has been gone.
